Introduction

This guide has been prepared to provide information about topics that may be discussed at Pre-Application Planning meetings on Major Developments.

Land Use

  • Does the proposal comply with National, specific Local Development Plan designations and planning policies as well as any supplementary planning guidance/documents which are relevant?
  • Does the proposal take into account the impact on transport, employment, environment, education and community use?

Specific Residential Policies

  • Requirements for affordable housing on site
  • Mix of dwellings, tenure of affordable housing and integration into the development
  • Details of open space or local/neighbourhood play provision
  • Housing Mix
  • Density

Design

  • Streetscape analysis
  • Built form, height, scale and massing of the proposed development
  • Building Envelope and Footprint
  • Landscaping and boundary treatments
  • Crime Prevention Measures
  • Draft Design and Access Statement

Listed Buildings, Conservations Areas and Archaeology

  • Is any alteration of a listed building compliant with local and national policies?
  • Details of any internal and external alteration and the extent to which existing features will be maintained
  • Potential impacts on the character and appearance of surrounding or adjacent Conservation Area
  • Does the demolition of any building(s) in Conservation Area demonstrate compliance with the tests stipulated in PPS 5?
  • Archaeological Implications
  • Heritage Statement (including Conservation Area analysis, historical archaeological features and Scheduled Ancient Monuments)

Amenities

  • Potential impact on any residential accommodation or sensitive uses near the site, for example schools, community facilities, commercial developments.
  • The likely impact on nearby residents such as loss of daylight, noise disturbance, loss of outlook, privacy
  • Amenity for future occupiers (refuse and recycling provision, cycle stores, private amenity space)

Transport, Servicing and Access

  • Servicing arrangements
  • Proposed parking provision
  • Facilities for cyclists
  • Pedestrian friendly
  • Facilities for people with disabilities, especially around access and disabled parking provision.
  • Access to public transport
  • Transport Assessments
  • Travel Plan Requirements

Sustainability and Environmental Considerations

  • Does the proposal conform to sustainability principles set out under PPS 22, Policy D4 of Milton Keynes Local Plan 2001 – 2011, Sustainable Construction SPD?
  • Renewable energy measures and measures to reduce carbon emissions.
  • Expected BREEAM rating of the proposal
  • Code for Sustainable Homes
  • Other sustainability issues, for example recycling, rain harvesting, waste during construction

Natural Environment and Landscaping

  • Biodiversity Enhancements
  • Protected Species Surveys
  • Landscaping Principles
  • Provision of Public Open Space (Housing)
  • Tree considerations and any arboriculture implications
