Summary
The Inclusion Strategy is an important document and we would therefore like to ensure that we consult widely and get as much support for the strategy as possible. We would hope that most people will wish to endorse the principles, values and themes that are identified.
Purpose of Consultation
The Inclusion Strategy is an important document and we would therefore like to ensure that we consult widely and get as much support for the strategy as possible. We would hope that most people will wish to endorse the principles, values and themes that are identified. The feedback we get will enable us to identify whether there are any major concerns with the strategy.

ResultsResponse to Consultation on the Inclusion Strategy
The consultation on the draft Inclusion Strategy ran for approximately two months ending on 15 January 2010. During the consultation there were meetings with a range of stakeholders including parents, head teachers, teachers, staff from CYP Services, PCT, and others. In addition the consultation was available on the Council website and this was widely publicised through the local media as well as through other available routes. This included the voluntary sector. Young people were consulted through a vigorous discussion at the Youth Council. The whole consultation process was overseen by a group of Councillors.
Responses were received using the e-form provided from a wide range of interested individuals and groups, including parents, teachers and relevant organisations. Other written contributions were received that followed up meetings held. These responses plus the wide range of issues raised in face to face meetings helped to shape the move from draft to the final version that was approved by Cabinet in April 2010.
The issues raised included:
Broad support for inclusion with a concern that the specialist expertise is not diluted
Some anxieties about whether there is sufficient funding to provide services if children are more dispersed in local provision
Concerns particularly from parents based on their own experience often around transitions, perceived quality of service or information and the effect on children
A great desire to have an impact on the outcomes for children with additional needs and to have effective ways of measuring these beyond the usual indicators of attainment
These and other issues raised by the Children and Young People’s Select Committee were used to adjust the final report and the proposals put to Cabinet.
