Changes to Central Milton Keynes Parking

On 27th July 2010, Cabinet approved some changes to the CMK parking scheme.

Most proposals will (subject to statutory consultation) be implemented on 31 January 2011. This date has been chosen to allow people to plan for any changes to their journeys or consider alternative forms of transport for some or all of their travel. It was also deliberately chosen to avoid the busy Christmas/new year sale period to minimise confusion and potential disruption during this traditionally busy time for Central Milton Keynes. Please note that proposals listed under ''Proposals to be Developed'' will not be implemented on 31st January 2011 - these are expected to be delivered within 12 months.

The key changes are as follows - please use the Central Milton Keynes Parking Map as a guide:

  • Extend premium rate parking by 981 spaces (including some around the Food Hall)

  • Extend standard rate parking by 3872 spaces (into free areas on North and South Row)

    We will retain;

  • Some free parking at the Food Hall area

  • Standard rate tariff at 30 pence per hour (a change from the original proposal of a rise to 35p, following consultation with retailers and employers/ees)

  • Premium rate tariff at £1.20 per hour

  • CMK employee concessionary discount at 50% of standard tariff (equates to £1.20 per day to park) instead of the previous proposals to phase out the discount altogether - in order to assist employees

  • Commuter parking discount of 50% (available to MK residents who are season ticket holders)

    Additional

  • Allow CMK Resident Parking Permit holders to park in standard rate parking spaces on North and South Row free of charge – in order to assist CMK residents

  • Introduce ‘Green’ parking permit for low emission vehicles at a cost of £75 per annum. Permit valid in standard rate bays only. Available to vehicles that emit less than 120g CO2 emissions per km driven – to encourage use of more environmentally friendly vehicles and reduce carbon emissions

  • Abolish free weekend parking in blocks C1 and C4 (C1 defined as area between Witan gate, Saxon Gate, North Row and Silbury Boulevard, C4 defined as area between Witan Gate, Saxon Gate, South Row and Avebury Boulevard). To revert to weekday parking charges.

  • Increase cost of Hotel and Conference scratch-card to £5 per day (the original proposals involved removing this; thus retaining the exemption to the early morning ban)

  • Increase cost of long stay/commuter parking to £8 per day (in line with private rail parking operator).


Electric Vehicle Plugged in Places Scheme

Install 250 electric vehicle charging units in CMK, the majority to be dual use pay and display (subject to Office for Low Emission Vehicles (OLEV) approval), over a three year period to encourage and promote use of more environmentally friendly vehicles. This is scheduled for September 2010 implementation subject to OLEV.

Year 1 – 50 electric vehicle charging units

Year 2 – 66 electric vehicle charging units

Year 3 – 134 electric vehicle charging units

Proposals to be developed

  • Extend cashless parking (pay by phone - call or text) to standard tariff areas.

  • Introduce on line payments for parking

  • Introduce employee parking at £5 per day in premium bay areas

  • Phase out scratch-card (currently expensive system to operate). Utilise enhanced technology to eventually replace scratch-card system.

  • Develop bus-back reward system to encourage bus patronage. It is envisaged this would operate with free 1 day trip bus ticket (ideally usable on all service providers and routes within MK, both subsidised and non-subsidised) for every 20 days (1 month) parking purchased. Significant further development of this proposal required.

May I suggest to anybody that struggles to find a free or low cost parking space to try the Theatre multi-storey car park, access located off Marlborough Gate. This costs from just 20p per hour and with the exception of the busy Christmas period there are always many available parkign spaces, also full CCTV, secure car park award and manned in the evenings. At the bottom end of town there is a surface car park located off Grafton Gate that similarly is very underutilised. This operates at standard rate (30p per hour) - permits and scratch-cards are valid. Try looking at the feature on this page ''Find Available Parking Spaces'' which gives a traffic light colour system overview of occupancy - helpful to find where best to park either on weekends or weekdays. The parking at shopping centres such as Bluewater is privately owned and subsidised by the stores that operate there, this is not the same situation for MK.

"With reference to the comment from the person from Bradwell who visits CMK as it is their local centre - short term free parking will still be available in some parts of the Food Hall area, outside Marks and Spencers and in the multi-storey car parks at Sainsburys and the Food Hall." Do you really believe you'll be able to get anywhere near the food hall folowing the changes? - perhaps you should try visiting MK at busy times, the large swathes of 'empty' red spaces at weekends and the multitude of cars that currently drive around the green spaces will switch to standard rate spaces. For all MKC's patting themselves on the back saying we are still much cheaper than surrounding towns it has been completely ignored that whilst competing with local towns the Centre used to also compete with the large shopping destinations ie Bluewater, Brent Cross whereas of course we are now (by far) the most expensive! Personally I (like a lot of people) will be moving more of my expenditure online.

To the lady that struggles to find a low cost parking space I would recommend using the Theatre multi-storey car park, conveniently located at the top end of town by the shopping centre (John Lewis end) access off Marlborough Gate. It costs from just 20p per hour and there are almost always available spaces. There is actually no such thing as 'free parking' - only tax payer subsidised parking. The cost to maintain 1 surface parking space is over £160 per annum - consisting of signing, lining, litter picking, gully cleaning, maintenance, gritting etc. All CMK employees, including MKC employees, are eligible for the employee discount which means that a full days parking currently costs just £1.20. There are no proposals to increase this. Permits and scratch-cards offering this discount are available on this page (right hand side - click on permits) or from MK Direct located at Civic Offices.

For what is already a frustrating situation with finding parking places close enough to CMK with a toddler to contend with, I cannot believe it's about to get a whole lot worse..... I very rarely come in nowadays unless I know it is going to be a very dry day as I often have to find a parking space 'miles' away from the centre (even for a paid space). It is not very much fun trying to get a baby/toddler in and out of a car that's a distance away. "Park closer" I hear you say but I am not one of those people that can afford such ridiculous high costs just to park & I cant stand wasting fuel and adding to environment issues just to sit around waiting for a 'freebie' space in the FEW areas there are 'free' zones! I often notice many of the premium rate bays empty (even at weekends) because I am sure many people agree with me and do not want to pay the high costs either. I feel sorry for retail employees too - they dont earn enough to be able to pay your silly parking charges! If you really MUST charge, maybe it would be best to charge all at the same rate (a reasonable one) and then you would find more of your spaces filled!? Gone are those days of a totally free parking zone...... It's such a total shame, I'll be shopping even less, if at all at CMK if it carries on like this. Think about it....... please.....

I currently work for MKC and am outraged by what I have just read, I work in the Civic Offices and the only reason I come into work before 8am is so I can get a free parking space, when this comes into effect I will be coming in at 9am so I do not see the point in getting up 1 hour early every day for no reason. This is not going to help MKC at all as I know people that I have spoken to will come in at a later time which will affect the work that the frontline workers do thus being less effective, I work on average 9 hours a day...that is £2.70 A DAY just in parking fees, and £13.50 a week, I do not earn as much as some of the officers here and for that to come into effect is appauling - base it on an average 4 week month that is £54 just for the privilege to come to work!!! I bet the cabinet members that made this choice are the one's that are getting the 12 reserved spaces in the private car park at the back of the Civic. I understand that the money is going into transport, and you'll probably suggest that i catch a bus to work, to catch a bus to the City Centre is £1.50 here and £1.50 back (and it drops you off at The Point - and then there's still about a 5 min walk to the Civic Offices) Worst choice MKC has made in a long time.

I recall with great fondness the days when the MK Development Corporation ran the city on the basis of taking a long term view of what would benefit the city and its residents, and what would establish MK on an economically sound basis well into the future. Whilst I appreciate that the MKDC were specialist professionals and not unemployable amateurs, I would have thought it obvious even to the latter that this move, which is nothing more than a cynical attempt to use CMK employees and shoppers as a cash cow, will kill the city centre as a source of employment and of shopping in the long term. The so-called cabinet and its officers may see next year's budget as the long term, but residents like myself who remember a far better standard of governance, do not.

I'm sure I recall many years ago being assured of free parking staying in MK as one of the foundation stones of the city. 'The city of the Car' they used to say - I already struggle to find a space if I just need to pop in for a sandwich and I resent having to pay 50p for the privilege of burning extra Carbon as I chunt around the car parks and grid system waiting to pounce on a free space. As an MK born n bred citizen I feel disheartened at this latest news. MK is loosing everything that makes it unique. No more redways, no more dual carriageways, no more building height restrictions. We're loosing any sense of identity (which has always been a perceived problem anyway to outsiders) and now it's becoming even worse.

Parking charges in MK are still low when compared to neighbouring and comparative towns - with charges starting from as little as 15p per hour for employees and 30p per hour for shoppers and visitors. Please see article on the parking homepage ''MK Cheapest Place to park for Miles'' which gives info on other towns charges. Secure car parking is available in the Theatre multi-storey car park located on Marlborough Gate. This has the industry recognised 'ParkMark' secure parking award and costs from just 20p per hour. The proposals have been developed as a result of extensive consultation over the past 18 months, and whilst it is recognised that changes to parking are not likely to be popular, the current package of proposals have taken into account all of the comments received during previous consultations, and aim to maintain the economic vitality of CMK as a place to shop, work, live and visit. With reference to the comment from the person from Bradwell who visits CMK as it is their local centre - short term free parking will still be available in some parts of the Food Hall area, outside Marks and Spencers and in the multi-storey car parks at Sainsburys and the Food Hall.

When the area and nation is in such a state, the Council think fit to hit the stores and staff. Along with those who will shop here. If they wish for a LISTED Building (JOKE) with no customers, then who ever came up with such a scheme needs to do research. York City, not a town like Milton Keynes has killed off shops, due to sky high prices for parking all day and evening. If the parking was managed and secure, then one would understand. But to park in CMK is not secure.

This is a badly thought out response from a council which seems to do very little for its residents. I will not be using CMK if these parking charges are enforced.

I would just like to comment on the new parking set to take place in Jan 2011. I have read the artical in the MK Citizen. I live in Bradwell and I can not belive that I will not be able to go to what is my local shops to buy my food and go to my bank without having to pay to park. I can go to the centre 2 or 3 time a week so at the very least I will be paying £100 more a year. At present I an take my time and not worry about if the ticket is going to run out. I work for a charity and only earn a small wage. I would use the bus if there was a service which was regular and not so expensive. You say that you will put this money in to public transport? But you have just give the buses over to Arriva and they don't seem to be able to do the job at present with new routes that don't seem to be going were any one wants to go and the buses are all really old. I've seen two broken down in the last week alown. Hows that going to work? I know that we all have to pull our belt in at this times but once again the council are just going ahead with change with out asking what the public (who have voted them in and they are there to represent) what they think, taking from the working people who aready pay so much. Council tax ect. Could there be a pre pay system for people who live and work in Milton Keynes? I look forward to you comments. regards Nicola Franklin
