Registration Services Terms and Conditions


These terms and conditions outline your rights and are in addition to any notification of fees due or taken for services from us.

Civil marriage and civil partnership ceremony bookings

Your ceremony booking is accepted on the condition that:

  • No legal impediment to the marriage or civil partnership exists and legal preliminaries are completed within statutory time limits.
  • Any foreign divorce/dissolution papers are accepted by the Registrar General where applicable.
  • The ceremony fee is paid.
  • The requested date and time of the ceremony is available within the commitments of the Milton Keynes Registration Service. 

Other ceremony bookings (naming, renewal of vows and citizenship)

Your ceremony booking is accepted, on the condition that:

  • Proof of birth or prior marriage/civil partnership if requested.
  • The ceremony fee is paid.
  • The requested date and time of the ceremony is available within the commitments of the Milton Keynes Registration Service.
  • Citizenship ceremonies are subject to regulations imposed by the Home Office therefore Milton Keynes Registration Service cannot accept any liability for circumstances outside our control.

NB: With the exception of citizenship ceremonies, naming and renewal of vows ceremonies do not give or have any legal status or rights.

Nationality Checking Service

Your appointment is taken and confirmed on the basis that:

  • The fee for your appointment is paid at the time of booking, and is non-refundable (after the right to cancel period).
  • Your appointment fee is paid to Milton Keynes Council for using the Nationality Checking Service.
  • The fee paid to the Home Office for your application is separate, and does not include the appointment fee for this service.
  • Fees cannot be refunded if you fail to keep your appointment, or if your application does not meet the requirements to be forwarded to the UKBA.
  • If you are late for your appointment, it will not be possible to see you and you will have to book a new appointment and pay the appointment fee.
  • All applicants over 18 must attend an appointment in person, and must complete the application form before the appointment and attend with all supporting documents, ready for photocopying by the NCS advisor.
  • If you wish to move your appointment, you must give at least 5 full working days notice. An appointment can only be moved once.
  • If you are required to make a second appointment for your application, you may need to pay a fee for a second appointment. This is for a 15 minute appointment.
  • If further documents are required, and these have not been produced within 3 months from the date of your appointment, any documents photocopied by the NCS advisor will be destroyed (you may however wish to collect your application form).

Copy Certificates

If on searching our records the birth, death, marriage or civil partnership has not been registered or did not occur in Milton Keynes we will not refund your fee. 

If you were married in a church in Milton Keynes you must contact the church in the first instance to see if they are still holding the register. We may keep your fee if we have carried out searches on your behalf.

We are not able to help with adoption or still birth certificates.

Right to cancel

Right to cancel (on-line and telephone payments)

You have the right to cancel any contract made on-line or over the phone within 14 days without giving any reason.

To exercise the right to cancel, you must inform us of your decision to cancel this contract either by post or email. You may use the attached cancellation form, but it is not obligatory. If you provide this cancellation electronically we will acknowledge receipt.

To meet the cancellation deadline, it is sufficient for you to send your communication concerning your exercise of the right to cancel before the cancellation period had expired.

Effects of cancellation

If you cancel this contract within 14 days, we will reimburse all payments received from you*, including the costs of delivery (except for the supplementary costs arising if you chose a type of delivery other than the least expensive type of standard delivery offered by us).

We may make a deduction from the reimbursement for loss in value of any goods supplied, if the loss is the result of unnecessary handling by you.

We will make the reimbursement without undue delay, and not later than –

  1. 14 days after we receive back goods from you;
  2. (if earlier) 14 days after the day you provide evidence that you have returned the goods or
  3. If there were no goods supplied, 14 days after the day on which we are informed about your decision to cancel this contract.

We will make the reimbursement using the same means of payment as you used for the initial transaction, unless you have expressly agreed otherwise; in any event, you will not incur any fees as a result of the reimbursement.

* If you requested us to begin the performance of services during the cancellation period, you need to pay us an amount which is in proportion to what has been performed until you have communicated your cancellation to us.

Confirmation of services, ceremony bookings and fees

By asking us to book an appointment, ceremony or other service you are providing authority for us to commence work and we can charge a fee for this.

All ceremony bookings will only be confirmed on receipt of your signed confirmation sheet which can be found at the end of this document (you only need to return this page).  You will have 14 days to return this to Milton Keynes Registration Service.  If the confirmation sheet is not returned within the 14 days, your booking will not be confirmed and will be removed from our schedule of planned activities.

Fees, which may include deposits, can be taken and held at the point of initial booking.  Where the confirmation is not received within 14 days, any refunds due will be made after the administration fee is applied.

Ceremony fees

The balance of the ceremony fee is payable either at the time of booking, at Notice or by 8 weeks prior to the date of the ceremony, whichever is the nearer date to the day of the ceremony. The ceremony fee may include the statutory fee for one certificate.

Our fees

The Milton Keynes Registration Service fees are subject to change on 1st April each year. As we take bookings up to a year in advance, if 1st April falls between the time of booking and the date of your ceremony the Registration Service reserves the right to pass on any future fee increases to you.

All payments should be made by debit or credit card. Alternative arrangements can be made where this is not possible.

Please contact the Registration Service to confirm the total fees due and by when.  All our fees are published on the Milton Keynes Registration Service website.

Change fee

A change fee is payable whenever details of a booking are changed and this includes cancellation, changing the time, date or venue of a ceremony following the confirmed booking.  Where applicable, this may require an updated or additional appointment or ceremony fee to be paid.  It may also be necessary for you to give fresh Notices, as these are specific to your chosen venue and are only valid for one year.  Our fees are detailed on our website.

Cancellation of bookings by the Milton Keynes Registration Service

Your ceremony may be cancelled by the Milton Keynes Registration Service if:

  • The total fees have not been paid.
  • Legal preliminaries cannot be completed.

Where a ceremony is unable to take place due to legal restrictions identified during the Notice of Marriage meeting a full refund will be made with an administration fee applied. No refund will be made where the couple fails to notify the Registration Service after the Notice of Marriage of any restrictions that affect the legality of the ceremony.

Cancellation of booking by couple

In the event that you need to cancel your ceremony you will be required to notify us in writing. Any ceremony payments made (e.g. deposit and balance) will be subject to the following refund schedule:

  • More than six months before the ceremony date you will receive a full refund of the fees paid (subject to the inclusion of an administration fee).
  • Between six months and 3 months before the ceremony date you will receive a 75% refund of the fees paid (subject to the inclusion of an administration fee).
  • Between three months and 30 day before the ceremony date you will receive a 50% refund of the fees paid (subject to the inclusion of an administration fee).
  • Less than 30 days before the ceremony or failure to cancel in writing before the ceremony date no refund will be made on fees paid.

Ceremony content

The Milton Keynes Registration Service will provide the ceremony.

Marriage or civil partnership ceremonies are delivered at an approved venue of your choice. The content of the ceremony has a range of additional options that needs to be agreed with the Registration Service in advance of the ceremony.

Marriage or civil partnership registrations delivered at our Register Offices and are subject to specific booking conditions and exclusive to week day availability. The content of a marriage or civil partnership registration is predetermined and not subject to customisation.

All ceremonies are exclusively delivered by Milton Keynes Registration Service staff to ensure a high degree of solemnity in keeping with the occasion and legal requirements are maintained. The Milton Keynes Registration Service reserve the right to make the final decision on any wording used, and will not accept liability for any omission, which may be caused by reasons beyond its control.

We encourage you to personalise the ceremony with your own choice of readings, music and additional vows – subject to the ceremony content remaining appropriate and dignified. There must be no religious content whatsoever. All choices for readings, vows, any other spoken content by someone other than the registrars and music must be submitted to the Milton Keynes Registration Services for approval prior to the ceremony. This can be done by completing the on-line option form or posting this to us. If we need you to change anything, we will aim to explain the reason why.

Our team

The Milton Keynes Registration Service will allocate personnel to attend your ceremony and reserves the right to substitute other experienced and qualified staff in case of sickness or other unforeseen circumstances on the day.

Room capacity

For fire, safety and comfort the number of guests must not exceed the capacity of the room. Additional guests will not be able to remain in the ceremony room. Details of the room capacity for the Register Office rooms can be found on our website. Please contact the approved venue directly for their room capacity.


The Milton Keynes Registration Service will not accept liability for:

  • The failure of any music system provided by the venue, yourself or a third party.
  • Any delay or loss caused by your late or non-arrival at the due date and time.
  • Any loss caused by, a request from you or your representatives to delay the ceremony.
  • Any loss or compensation where a ceremony is stopped from proceeding because (a) it would be void if it went ahead, (b) an offence under the Marriage or Civil Partnership Acts would be committed, and (c) it would be against the public interest.
  • Any decision to delay the ceremony due to circumstances beyond our control such as Home Office regulations.

Late start of a ceremony

The Milton Keynes Registration Service will not accept any liability where a ceremony is cancelled on the day due to the late arrival of the couple and or any guests. We reserve the right to take appropriate action to ensure other ceremonies our staff need to attend are delivered at the agreed time. No refund will be made in these circumstances.


In the event of a 'Force Majeure', the Milton Keynes Registration Service will endeavor to perform your ceremony on your chosen day. We strongly recommend that you take out ceremony insurance to cover losses or expenses incurred in the case of events outside our control.

'Force Majeure' means war, civil war, armed conflict, terrorist attack, governmental action, fire, flood, severe weather conditions, pandemic or epidemic or any other act or matter which notwithstanding the reasonable diligence and foresight of Milton Keynes Council and its partner providers, is beyond their reasonable control.

  • Any reference to working days does not include Saturday, Sunday, Bank or Public holidays.
  • Approval of the venue is granted only in connection with the provision of ceremonies. The Milton Keynes Registration Service cannot accept liability for the failure or neglect on behalf of the venue, for any agreement between you and the venue for the use or provision of any services and/or facilities.
  • Any complaint or claim must be made in writing to the Milton Keynes Registration Service within 21 working days of the ceremony.
  • Marriage and Civil Partnership Acts - means the Acts of Parliament (and any regulations made under those Acts) covering the legal preliminaries to, the solemnization and registration of a civil marriage/civil partnership either in a register office or approved premises within England and Wales.

Venue - means Approved Premises approved by the Milton Keynes Registration Service under the Civil Marriages and Civil Partnerships (Approved Premises) Regulations 2005 for the solemnization and registration of civil marriages and civil partnerships.

The Milton Keynes Registration Service considers customer complaints very seriously. We subscribe to the principles of The Local Government Ombudsman and have processes in place to deal with both complaints, comments and compliments in a timely and thorough manner.
