Local Authority Discretionary Grant Fund


On Friday 2 May 2020 the Government announced a new local discretionary fund to provide additional support for businesses. 

Milton Keynes Council has been given £1.97m to fund a local scheme to provide support to small businesses which have high fixed property related costs, but were not eligible for two previous rounds of funding (namely, Small Business Grant Fund or Extended Retail Relief Grant Fund.) .

The Government has provided guidance on the delivery of the new local discretionary fund, and the latest version can be found here.

Given the limited funding available to support this scheme the Council has had to undertake careful consideration of the delivery of this funding to ensure that it is available to those businesses most in need of help as a result of the current COVID 19 pandemic. An application portal was made available between 3 June 2020 and 14 June 2020 and as these applications have now been reviewed a second application window is now open .

New applications will be dealt with in the order they are received so please do not delay in submitting your claim. The application portal will remain open until all available funding has been distributed.

The scheme is intended to provide support for the following types of business:

a)     Businesses identified in the government guidance as being a priority to benefit under this scheme, namely

  • Small businesses in shared offices or other flexible workspaces. (Examples could include units in industrial parks, science parks and incubators, which do not have their own business rates assessment).
  • Regular market traders/stall holders/shops who do not have their own business rates assessment.
  • Bed and breakfasts which pay Council Tax instead of business rates. 
  • Properties occupied by charities and in receipt of charitable business rates relief which would otherwise have been eligible for Small Business Rates Relief or Rural Rate Relief

b)     Other businesses who have suffered a significant loss of income as a result of  temporarily ceasing to trade due to the lockdown restrictions

c)     Businesses who face significant costs in ensuring their business is ‘Covid safe’ in line with current government requirements before being able to recommence trading. intention is to support the following

You will need to register on the portal (hosted by grantapproval.co.uk) in order to submit your application.

When applying you will need to provide evidence of the financial impact of COVID-19 and demonstrate fixed building-related costs. This may include, but is not limited to, copies of :

  • bank statements
  • Profit and loss account, balance sheet and cash flow statement
  • Order books and evidence of cancellations
  • Rental, lease or mortgage statement

Please note the following are not eligible for a grant under this scheme :

a)     Businesses which are eligible for other support schemes. Such grant schemes include but are not limited to:

  • Small Business Grant Fund
  • Retail, Hospitality and Leisure Grant
  • The Fisheries Response Fund
  • Domestic Seafood Supply Scheme (DSSS).
  • The Zoos Support Fund
  • The Dairy Hardship Fund

b)     Companies that are in administration, are insolvent or where a striking-off notice has been made are not eligible for funding under this scheme.

c)     Businesses that were not trading on 11 March 2020

d)     Businesses that occupy a property with a rateable value of more than £51,000 (if there is no rateable value MKC will use comparable evidence to estimate the rateable value).

e)     Businesses who have received a grant under the Local Authority Discretionary Grant scheme from another local authority

f)      Businesses operating as Bed and Breakfast that are not registered as a food business with the Council;  Airbnb’s that do not serve breakfast and not registered with the Council as a food business are specifically excluded from this scheme.
