Home Energy Conservation

Report on improving the energy efficiency of houses

Home energy Conservation (HECA) Report

The most recent report from 2013 was required by the Home Energy Conservation Act (HECA) 1995. It followed a three stage process. Stage 1 involved the analysis of data and the production of energy maps for Milton Keynes. Stage 2 involved a review of relevant policies and plans and stage 3 set out the future direction the Council should take with respect to Home Energy Conservation.

The main proposals are:

  • improve the energy efficiency of houses in regeneration areas
  • target fuel poor households in areas off the mains gas grid
  • insulation of solid wall homes
  • investigate the potential for measures such as CHP/district heating in large developments
