Department for Transport Funding
Much of the funding for highway maintenance comes in the form of annual grants awarded from Government by the Department for Transport. Additionally, we source other funds often by bidding.
The Department for Transport (DfT) issues grants and other funding awards for highway maintenance based on needs, and incentives to promote good practice. For needs, it awarded £4,554,000 in 2017/18 based on a calculation of road lengths and widths, and the amounts traffic and type carried. This confirmed the yearly allocation within a five year period first advised in 2014. This awards an extra annual grant to councils who adopt sound highway asset management practices to gain efficiencies in highway maintenance. The DFT grades councils into one of three bands, 1 to 3, from having a basic understanding to advanced level and continuously improving on completion of a self- assessment questionnaire containing 22 questions. In 2017/18, the DfT confirmed our score as a Band 2 Authority awarding us £395,000. We spent this money on footways to bring these up to a suitable condition as explained here Department for Transport Incentive Fund Works 2017 (PDF, 76KB).
This provides an extra annual grant to spend on fixing or preventing potholes. The DFT awarded us £168,000 in 2016/17. This award increased to £280,000 in 2017/18 to fix 5,300 potholes or undertake the equivalent amount in road repairs.

This enables councils to bid for major highway maintenance projects with a proportionate contribution from us. In 2017/18, we received £3.9m towards the £4.9m A509/A422 Willen Road to Olney upgrade.
This aims to reduce congestion at key locations or to improve local maintenance of highway assets to gain access to employment and housing. In 2017/18 we received £1,067,000 towards a total £2,000,000 allocation for the £2,600,000 project to improve peak hour journey-time to and from Central Milton Keynes; the balance to come from the Community Infrastructure Levy and us. The project involves installing an urban traffic management control system, including bus priority measures at key pinch-point junctions, such as at the Bleak Hall roundabout at the junction of the A421, H8 Standing Way and V6 Grafton Street, and at Avebury roundabout at the junction of the V6 Grafton Gate and Avebury Boulevard
