Working with Parish Councils

We work closely with parish councils on a variety of local projects and improvements. Parishes can apply to carry out work on the highway here and find out what the policies and procedures are.

Parish Project Requests

Local parishes can get in touch with us if they want to arrange for certain types of works to be carried out on the public highway in their area. The projects must be funded by the parish. You will need to complete a Project Request Form (PRF) and submit it to us before any works can be scheduled in. Once we have your request we will carry out a feasibility study to see if, how and when the work can be done. A quote for this will be provided and must be agreed in writing beforehand. All works on the highway are carried out by our service provider, Ringway.

Some examples of parish projects include:

  • Ascot fencing to protect verges from obstructive parking
  • Outdoor gym or play equipment
  • Welcome signs 

 

Dog Waste Bins

MK Council does not own or maintain any dog waste bins. These are the responsibility of the local parish council or other landowner such as the Parks Trust.

For health and safety reasons we do not allow dog waste bins to be attached onto our assets such as a street light or sign post, or on any part of the public highway.

Grit Bins

Parish councils can apply for a grit bin for their area through the Highways team. You can apply for this by contacting the Highways Liaison Team at highways.liaison@milton-keynes.gov.uk

You will be provided with a quote for the bin and on acceptance of the quote and approved location, we will order your grit bin.

Any grit bin owned by a parish council will be their responsibility including filling it up with rock salt. We can arrange for a grit bin refill too. Contact the Highways Liaison team for more information and costs.

 

Street Name Plates

Our budget to replace any missing or illegible street name plates is very limited so if a parish wish to fund the repair, replacement or installation of a street name plate they can apply through the Highways Liaison Team. Before any street name plate can be installed we will need to check that the location is suitable which will include a search for any underground utilities. Quotes will be provided and must be accepted before any works will take place. Street name plates are a standard design for the majority of areas across MK so unless there are exceptions, e.g. in older estates like Conniburrow, the design will be the same as these.

Community Infrastructure Fund (CIF)

The CIF was set up to give local parish, town and community councils the opportunity to bid for match-funding for improvement projects in their own areas. 

The fund replaced several other small pots of funding into one scheme that all parishes can apply for so they can get the financial boost required to carry out improvements that they might not be able to afford on their own.

The CIF provides up to £100k each year for these local projects. Parishes must put in a bid telling us what they want to do and how it will benefit their local area. The bids are assessed by:

  1. Feasibility (project plan and estimate) 
  2. The MKC Themes (taken from the Milton Keynes Council Plan 2016-2022 (PDF, 921KB)
  3. Evidence of local needs and consultation

The projects must be within the 'public realm' this means highways, community buildings, environment, landscaping or play areas. There must be no ongoing maintenance costs to MK Council and not on privately owned land.

Most parishes will be expected to contribute 50% of the cost of their project with smaller parishes up to 25%.

Applications for the CIF 2022-2023

We will be contacting all parish councils in May 2021 to advise them how to apply for the 2022-2023 CIF. You can view a Quick Guide and a CIF Process Flowchart in the Documents section.
