Sustainable construction supplementary planning document

In early 2022, we entered our Sustainable Construction SPD into the Planning Awards 2022 and the RTPI South East Awards for Planning Excellence 2022. We are delighted that the SPD was Highly Commended in the Award for Planning to Address Climate Change at the Planning Awards 2022. In addition, we are thrilled that the SPD won the ‘Best Plan’ and joint ‘Best in Region’ Awards at the RTPI South East Awards for Planning Excellence 2022. We think this is great recognition of the ambition we have for sustainable construction in Milton Keynes and highlights our work towards being carbon negative in 2050. The sustainable construction supplementary planning document (SPD) was adopted by Milton Keynes Council on 23 November 2021. The adopted SPD is available at the link below and details regarding the consultation on the draft document and the responses received during the consultation are outlined on this page.

The adoption of the SPD enables the implementation of Policy SC1 in our Local Plan (Plan:MK). It provides:

  • a guide to complying with each of the requirements within Policy SC1.
  • details of our requirements for applicants to reduce regulated carbon emissions, include renewable/low carbon energy generation, and offset residual regulated emissions.
  • guidance on our quality and monitoring regime requirements for large residential developments.

Revocation of sustainable construction SPD 2007

At a delegated decision meeting on Tuesday 23 November 2021, Councillor Peter Marland, Leader of Milton Keynes Council and relevant cabinet member for Planning and Placemaking, in accordance with Regulation 15 (2) of the Town and Country Planning (Local Planning) (England) Regulations 2012, revoked the following Supplementary Planning Document (SPD):

  1. Sustainable Construction SPD (April 2007)

In accordance with The Town and Country Planning (Local Planning) (England) Regulations 2012, the Council is ceasing to make this withdrawn SPD document available.

Among the reasons why this SPD document is being revoked by the Council are:

  1. Their content is based on the 2005 Local Plan which has been replaced by a new Local Plan (Plan:MK 2016-2031) adopted in March 2019
  2. The SPGs are inconsistent with national policy and guidance or Plan:MK.

Draft sustainable construction supplementary planning document (SPD) 2020

Milton Keynes Council consulted on a Draft Sustainable Construction SPD for a period of nine weeks, between Monday 02 November 2020 until Monday 04 January 2021.

Following the consultation period, all comments received were taken into consideration by the Council in finalising the SPD for adoption.
