Planning Obligations for Education Facilities
This Supplementary Planning Guidance (SPG) identifies, with the exception of Central Milton Keynes, the main requirements for educational facilities which will be required as a consequence of new residential development within the Borough. It also sets out the financial contributions which will be sought by the Council, from applicants seeking planning consent for development, where that development generates a need for such facilities. The purpose of this document is to assist prospective developers by identifying the costs associated with their development. By providing this guidance, the Council seeks to minimise uncertainty and time spent negotiating on individual planning applications and thus speed up the decision making process.
A draft version of this document was issued for an eight-week period of public consultation running from 8 July to 2 September 2004. Comments received by the Council were considered by the Cabinet at its meeting on 16 November 2004, when changes were made to the draft SPG document.
The Cabinet resolved to use the annual Department for Education and Skills (DfES) figures on the average cost of providing a school place, and the relevant cost multiplier for Milton Keynes, as the basis for seeking planning obligations for education facilities, and for the document to be amended accordingly when new figures are produced. After the adoption of the document in November 2004, new figures were produced in December 2005, which have replaced those in the original document. The updated figures can be found in the addendum to appendix 2 below.
