Carole Mills, Chief Executive, Milton Keynes Council
Carole joined Milton Keynes Council as Chief Executive in July 2014. Her focus is very much on the growth agenda, the development of the City and how the Council will operate successfully for local people and business within a radically changed landscape. Milton Keynes has recently become a cooperative council and she is currently leading an internal change programme placing commercialism, commissioning and customer access at the heart of service design and delivery.
Carole was previously Deputy Chief Executive & Corporate Director for Resources at Nottingham City Council (NCC) - one of England’s Core Cities - where she worked for six years. Qualifying as an accountant in 1992, she also held the Chief Finance Officer role.
At NCC she led a very successful and extensive transformation programme, which delivered renewed city vision, improved leadership and a new operating model alongside high quality commissioning, financial management and commercialism. She also instigated an innovative shared service – East Midlands Shared Services - with Leicestershire County Council. Carole led many major projects including the move to a modern HQ building, citizen-focussed working and capital programmes. Whilst Acting Chief Executive in 2012, Carole oversaw the launch of the Nottingham Growth Plan, the landing of the City Deal and led the transfer of Public Health into the City Council. She also led an extensive programme of staff engagement to modernise risk and opportunity management, reduce bureaucracy and modernise ways of working.
Before that, Carole was a member of the Walsall Council recovery team post-Government intervention in 2002/3. She went on to be a key member of the permanent senior management team, securing a reputation for delivering major performance improvement and was instrumental in Walsall becoming one of the fastest improving councils in the country.
Carole started her local government career in her home City, within the DSO trading environment at Coventry City Council, instilling a career-long commercial focus to her work. She previously held posts in the health service and private sector.
Carole is active in several national networks including as an LGA Peer, within Solace and as an elected member of CIPFA’s Institute Council.
