July 2021

At the referendum on the neighbourhood plan that took place on 22nd July 2021, 244 of the votes cast were in favour of the Neighbourhood Plan being made part of the Development Plan for Milton Keynes and 14 were against.  The turnout was 29.46%. Declaration of Results 

Following the successful referendum, the Castlethorpe Neighbourhood Plan is now in force as part of the statutory development plan for the area covered by Castlethorpe parish and will be used when making decisions on planning applications in this area.

Referendum Information, 22 July 2021

A Referendum relating to the adoption of the Castlethorpe Neighbourhood Plan will be held on Thursday, 22 July 2021

The question which will be asked in the Referendum is:

'Do you want Milton Keynes Council to use the Neighbourhood Plan for Castlethorpe to help it decide planning applications in the neighbourhood area?'

The Referendum area is identified on the map within the Information Statement which is available below. This is the same as the designated Neighbourhood Plan area for Castlethorpe.

Residential Referendum

A person is entitled to vote in the Residential Referendum if, on 22 July 2021:

  • he or she is entitled to vote in a local government election in the referendum area and
  • his or her qualifying address for the election is in the Referendum area. A person’s qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered. 

Referendum expenses

The Referendum expenses limit that will apply to this Referendum is £2,413.63.

The Referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

A number of 'specified documents' have to be published for the Referendum. These provide information about the Castlethorpe Neighbourhood Plan and the planning system in general.

Decision statement following receipt of Examiner's report

Following the receipt of the Examiner's report on the Castlethorpe Neighbourhood Plan, Milton Keynes Council has considered and accepted all of the Examiner's recommendations. The Neighbourhood Plan will now proceed to a referendum.

Following the publicity period on the submitted Modifications to the Castlethorpe Neighbourhood Plan, Milton Keynes Council has appointed Andrew Ashcroft  to conduct an examination of the Neighbourhood Plan. The examiner’s main role is to ensure that the neighbourhood plan meets the basic conditions.

Comments received during publicity period

May 2020

Castlethorpe Parish Council submitted the Modifications to the Castlethorpe Neighbourhood Plan to Milton Keynes Council on 27 April 2020.

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012, Milton Keynes Council is now publicising the submitted Modifications to the Neighbourhood Plan and its accompanying documents for eight weeks from Friday 22 May 2020 to 5pm on Friday 17 July 2020.

The Publicity Summary Statement provides more information about the plan and the consultation arrangements.

The Submitted Modifications to the Neighbourhood Plan and its accompanying documents can be found as follows:

Following the publicity period, an independent examiner will be appointed to consider the neighbourhood plan and any comments received during the consultation.  The examiner will decide if the plan and its policies meet the basic conditions that all neighbourhood plans must comply with and whether the modifications change the nature of the plan.  Where material modifications do not change the nature of the plan (and the examiner finds that the proposal meets the basic conditions, or would with further modifications), a referendum is not required. In this case, the local planning authority will proceed to adopt the modified Plan.

Making comments

Any comments on the submitted Modifications to the Castlethorpe Neighbourhood Plan must be received at the following address before 5pm on Friday 17 July 2020.

November 2017

Following the successful referendum held on 21 September 2017, the Castlethorpe Neighbourhood Plan was made part of the Development Plan by Milton Keynes Council on 18 October 2017.

Updated Castlethorpe Neighbourhood Plan for Full Council - 18 October 2017

In the run up to the referendum, a drafting error in the Neighbourhood Plan was brought to our attention. An addendum note was publicised on the website and in a note available at the polling stations on referendum day. The error has been corrected in the final version of the Neighbourhood Plan which will be made by Full Council on 18 October 2017.  

To correct the error, two changes have been made to the Neighbourhood Plan, namely the deletion of Gobbeys Field as one of a number of Local Green Spaces referred to in the Vision and in Objective 4.

September 2017

At the referendum on the neighbourhood plan that took place on 21 September 2017, 336 of the votes cast were in favour of the Neighbourhood Plan being made part of the Development Plan for Milton Keynes and 26 were against. The turnout was 43.24%.

A report will now go to Cabinet on 3 October and then to Full Council on 18 October 2017 recommending that Milton Keynes Council makes the Castlethorpe Neighbourhood Plan part of the Development Plan for Milton Keynes and use it when considering planning proposals within the Castlethorpe parish area. 

Castlethorpe Neighbourhood Plan - Addendum

The intention of this note is to clarify the position with regard to Gobbeys Field, which is not designated as a Local Green Space in the Castlethorpe Neighbourhood Plan.

It has been brought to our attention that there is an error in the referendum version of the Castlethorpe Neighbourhood Plan that has been published for the referendum, due to take place on 21 September 2017.

Although Gobbeys Field is not designated as a Local Green Space, there remain 2 references in the Neighbourhood Plan that suggest that it has been designated as such. These references are in the Vision and in Objective 4. The only Local Green Spaces designated in the Castlethorpe Neighbourhood Plan are Castle Field; Recreation Ground; and South Street Paddock

Update, March 2017

Following consultation on the proposed decision on Castlethorpe Neighbourhood Plan Examiner’s report, October 2016. A further examination has been deemed necessary and Mrs Rosemary Kidd has been appointed to carry out the examination of Castlethorpe Neighbourhood Plan.

The Castlethorpe Neighbourhood Plan Examiner's report was received in July 2016. The Examiner, in his report, has recommended that the proposal in Policy 5 of the Neighbourhood Plan to designate Gobbey’s Field as a Local Green Space should be deleted from the Plan, for the main reason that the Parish Council had not provided adequate evidence to support the proposed designation.

Milton Keynes Council has considered the Examiner’s report and accepts all of the recommendations apart from the one in respect of the Gobbey’s Field Local Green Space designation. The reason for taking this view is that further evidence has been provided by Castlethorpe Parish Council as to the value and significance of Gobbey’s Field to the local community.

As Milton Keynes Council is proposing to take a different decision on the Gobbey’s Field designation to that recommended by the Examiner, it must now notify certain people and organisations, as required by Regulation 17A of the Neighbourhood Planning (General) Regulations 2012 (as introduced by Regulation 2 of the Neighbourhood Planning (General) and Development Management Procedure (Amendment) Regulations, 2016). Individuals and organisations who have either made comments on the submitted Castlethorpe Neighbourhood Plan or who have been previously consulted on the draft Plan are being notified of the Council’s proposed decision.

Castlethorpe Neighbourhood Plan submitted, February 2016 

Castlethorpe Parish Council has submitted the Castlethorpe Neighbourhood Plan to Milton Keynes Council following two rounds of public consultation on a draft version of the Neighbourhood Plan. Milton Keynes Council now has to publicise the Plan to bring it to the attention of interested parties. The Castlethorpe Neighbourhood Plan is therefore being published for comments for 6 weeks from: Wednesday 2 March to Wednesday 13 April 2016.

Previous stages in the neighbourhood plan process 

On 28 May 2013 the area put forward by Castlethorpe Parish Council in their Neighbourhood Plan Area Application was designated as a Neighbourhood Plan Area.

The name of the Neighbourhood Area is: Castlethorpe Neighbourhood Area.

The application and a statement explaining why and how Castlethorpe Parish Council intends to prepare a Neighbourhood Plan, and how the organisation and area meet the conditions of Section 61G(2) and 61F(5) of the Town And Country Planning Act, 1990 can be viewed at:

In accordance with Regulation 6 of the Neighbourhood Planning (General) Regulations 2012 Milton Keynes Council consulted residents and other interested stakeholders on this application.
