Vehicle related anti-social behaviour

Milton Keynes City Council introduced a Public Space Protection Order in 2020 following a public consultation in which over 1,000 residents said they’d been negatively affected by vehicle related anti-social behaviour. This relates to powers under the Anti-social Behaviour, Crime and Policing Act 2014.

This means that drivers caught taking part in anti-social car cruising behaviours in MK, which includes excessive noise and driving at dangerous speeds, can be issued with a fine.

Fixed penalty notices

A constable or authorised person may issue a fixed penalty notice (FPN) of £100 to any person they have reason to believe committed an offence under this Public Space Protection Order.

If you choose to pay the FPN, no further action will be taken in respect to this offence. Payment of the FPN involves no admission of guilt and will not result in a record of criminal conviction made against you. You can do this online by contacting PSPO@milton-keynes.gov.uk and a secure payment link will be sent to you. 

  • to pay an FPN by credit or debit card, please contact Milton Keynes City Council on 01908 691691. You will need to provide the FPN reference number and the date issued so that payment can be processed.  The FPN will be discounted to £75.00 if payment is received within 14 days of the date of issue.
  • to pay by post  - your cheque or crossed postal order must be made payable to Milton Keynes City Council and sent with the fixed penalty notice to:

Receipts will not be issued unless specifically requested.

Appeals process

There is no statutory process of appeal for an offence covered by this type of FPN. This notice offers you the opportunity of discharging any liability to conviction for the offence.

However, an informal written appeal will be considered if it is made within 14 days from the date of issue of the FPN.

Appeals are for whether or not the FPN was issued correctly and not with regard to any of the facts surrounding the alleged offence.

Non-payment of fixed penalty notice

If payment is not received by the end of the 21‐day period, Milton Keynes City Council may commence criminal proceedings against you. Reminders for payment are not sent.
