Consultation
The current rules about cleaning up after your dog (called a Public Spaces Protection Order or PSPO) will end in February 2026. Milton Keynes City Council plans to renew these rules to make sure people clean up straight away if their dog fouls in a public area.
Between April 2022 and March 2025:
- 230 dog fouling incidents were investigated
- Over 5,000 reports were made asking the Council to clean up dog mess
Under the law (Anti-Social Behaviour, Crime and Policing Act 2014), councils can introduce PSPOs if:
- Activities in public places harm people’s quality of life
- The problem is ongoing and serious enough to justify restrictions
Dog fouling continues to be a problem in Milton Keynes and across the UK. Renewing the PSPO will help tackle this issue.
The Council may also consider other rules, like:
- Banning dogs from certain areas.
- Requiring dogs to be kept on leads.
- Limiting how many dogs someone can walk at once, but these would need strong evidence to be added.
If someone breaks the PSPO:
- They could get a £100 fine (or £75 if paid within 14 days).
- If taken to court, the fine could be up to £1,000.
Consultation questions
- Should Milton Keynes City Council renew the Milton Keynes Public Space Protection Order No.2 2019 in relation to clearing up after a dog has fouled?
- Should Milton Keynes City Council consider further controls in relation to keeping dogs on leads, restricting the number of dogs a person can walk and banning dogs from certain areas?
