The general effect of the Order will be to introduce no waiting at any time restrictions (double yellow lines) along the following lengths of High Street, Emberton:

· North side – from a point 15 metres west of the centreline of its junction with the Gravel Walk, continuing for a distance of 24 metres in a westerly direction

· South side – from a point 15 metres west of a point opposite the centreline of its junction with the Gravel Walk, continuing for a distance of 24 metres in a westerly direction.

The Council is satisfied that the experimental Order is necessary to restrict parking along both sides of the High Street adjacent to the access road leading to the Bell and Bear public house in order to prevent obstruction to vehicles accessing and egressing and to ensure the free passage for emergency service vehicles and local bus services

The Council will monitor the trial during the experimental period to understand the benefits and challenges of the prohibition of waiting restrictions.

Aims of the experimental scheme:

o To create a safer environment for pedestrians and cyclists using the High Street in Emberton;

o To enable the free passage emergency service vehicles and local bus services.

The experimental restrictions will be introduced under Sections 9 and 10(2) of the Road Traffic Regulation Act 1984, allowing the Highway Authority to implement measures to ‘facilitate’ the passage on the road and to ‘avoid danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising’.

The Council has a duty under section 122 of the Road Traffic Regulation Act 1984 when making TROs to consider the expeditious, convenient and safe movement of traffic and other traffic.

The Council considers it expedient to introduce the experimental restrictions:

· to facilitate the expeditious, convenient and safe movement of traffic along the High Street;

· for avoiding danger or preventing the likelihood of any such danger arising to persons using High Street in Emberton.

The Council will install double yellow lines for the above experimental restrictions, in accordance with the Traffic Signs Regulations & General Directions 2016

The Council is now carrying out statutory consultation on the experimental Order.
