The proposed amendments to the Scheme of Delegation and the Constitution are being driven by a need for greater effectiveness, efficiency and fairness in the determination of planning applications. 

This is against the backdrop of austerity measures where resources are decreasing.  There is also the importance of ensuring that all, and not just a minority, have an opportunity to express their opinions.
