Consultation

Milton Keynes City Council has made the following experimental traffic regulation order for a period of 18 months:

Milton Keynes City Council (Various Road, Bletchley) (Prohibition and Restriction of Waiting) Experimental Order 2022

The general effect of the experimental order will be to introduce the following no waiting restrictions along parts of Drayton Road, Manor Road, Mill Road, Phelps Road, Stoke Road, Water Eaton Road and Windermere Drive in Bletchley:

  • To introduce no waiting at any time along parts of Drayton Road, Manor Road, Mill Road, Phelps Road, Stoke Road, Water Eaton Road and Windermere Drive.
  • To introduce no waiting between the hours of 8.00 am and 6.00 pm along parts of Stoke Road.

The experimental Order is being introduced to alleviate obstruction through the prevention of parking on the footways and carriageways on the above-named roads.

The council will install traffic signs for the above experimental restrictions, in accordance with the Traffic Signs Regulations & General Directions 2016.

The council is proceeding by way of an experiment so that the effect of the order on the roads concerned and those in the surrounding area can be assessed. After this assessment, the council intends to consider making the order permanent, which would continue in force indefinitely the provisions of the experimental order.

The council will continue to monitor the way in which highway facilities are used and address any issues that come to its notice and following meaningful consultation with all stakeholders do what it considers necessary to facilitate the expeditious, convenient and safe movement of vehicular and pedestrian traffic.

The experimental restrictions will be introduced under Sections 9 and 10(2) of the Road Traffic Regulation Act 1984, allowing Highway Authority to implement measures to ‘facilitate’ the passage on the road and to ‘avoid danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising’.

The council has a duty under section 122 of the Road Traffic Regulation Act 1984 when making TROs to consider the expeditious, convenient and safe movement of traffic and other traffic.

The council considers it expedient to introduce the experimental restrictions to facilitate the expeditious, convenient and safe movement of traffic along the above-named roads for avoiding danger or for preventing the likelihood of any such danger arising to persons using those roads.

Any person wishing to object to the making of the Experimental Order for the purpose of such indefinite continuation should put their objection in writing stating the title of the relevant order, and the grounds on which the objection is made, and send to the Council’s Traffic Regulation Order Team at Milton Keynes City Council, Civic Offices, 1 Saxon Gate East, Central Milton Keynes, MK9 3EJ, or by email to TROteam@milton-keynes.gov.uk quoting reference ETRO-024, to be received within a period of 6 months beginning with the day on which the Experimental Order comes into operation, i.e. to be received by the Council no later than 30 April 2023.

The closing date for this consultation is 30 April 2023.
