On 1 November 2023 the Council’s Regulatory Committee will consider officer proposals (below) in regard to hackney carriages/private hire vehicles and local/national carbon neutral strategies.  Similar proposals were considered in July 2022 and the Committee decided to wait on the completion of a hackney carriage unmet demand survey before making any decisions.  The hackney carriage survey has now been completed.

  1. Remove the hackney carriage limit and only allow new hackney carriage licenses for vehicles that are electrically powered (zero emissions/no exhaust).
  2. No longer grant new vehicle licenses (hackney carriage & private hire) for petrol/diesel/hybrid vehicles from 1 April 2030.
  3. No longer renew petrol, diesel and hybrid vehicle licenses (hackney carriage and private hire) for new vehicles (submitted by existing licence holders) and vehicles older than 10 years from 1 April 2030.
  4. The Council’s vehicle age limit for electric/hydrogen vehicles (zero emissions/no exhaust) to be 15 years.
  5. New vehicle applicants seeking to licence electric/hydrogen vehicles (zero emissions/no exhaust) to be given 5 years free licensing from 2025 to 2026.
  6. Existing licence holders with electric/hydrogen vehicles (zero emissions/no exhaust) to be given 3 years free licensing from 2025 to 2026.

Please note that these are only proposals at this stage. If you think there are better measures that would encourage more electric vehicles (zero emissions/no exhaust) then please let us know.

Please email your responses to taxienforcement@milton-keynes.gov.uk by no later than 6 October 2023. 

These proposals, and any further proposals resulting from this consultation, will be initially considered by the Regulatory Committee in November 2023.

This will be followed by further consideration by the Council’s Executive Cabinet in 2024.

These meetings will be open to the public and licence holders.
