Apply to place items on a streetlight
If you want to place any festive lighting, banners or bunting on a Council-owned streetlight you must have applied and been granted before you carry out any works. Applicants should be aware that there may be structural test fees per column to be covered as part of the application.
Our priority is public safety and so we will not allow any item onto a column without the necessary structural checks taking place first. By law, any contractor must also have the relevant qualifications (such as HERS) to work on electrical items on the highway.
It may not be possible for items to be placed on certain columns due to the size, weight, windage (wind resistance) or type of column e.g. heritage style.
Festive light applications
Our full list of minimum standards are set out in our seasonal lighting code of practice .
Any organisation wishing to install electrical displays on streetlight columns or where the electrical cables cross over the highway will need to apply before any works can take place.
If you have any questions you can get in touch with our Streetlighting team or click on the Apply Now button below to submit your application.
Dog Waste Bins
Dog waste bins may not be attached to streetlight columns and more about this can be found on the Working with Parish Councils section.
We will ask the bin owners to remove the item before we carry out any maintenance on the column due to the hazardous waste.
Hanging Baskets
You must contact us before installing any hanging baskets on our columns. The combined weight of the (wet) soil and any planting may exceed the safety limit for the column.
Signs/flags/bunting
Signs and flags may not be attached to any streetlights.
Bunting may be attached following approval from the streetlighting team.
Speed Indicator Devices (SIDs)
Speed indicator devices may not be attached to streetlight columns. These must be placed on a separate pole. You can find out more about SIDs and installations here.
