Custom and self-build monitoring

Please Note: The data contained within the below documents relates solely to the monitoring of Self-build and Custom developments across the borough prior to 31 October 2022; they do not form the Council's position on future projected completions, nor the Council's assessment of five-year housing land supply.

 

Self and custom build properties can make a vital contribution to local housing need, this is recognised by Policy HN5 of Plan:MK which aims to support people who would like to build their own home.

Self-build or custom-build means the building or completion of a house by:

  • individuals
  • association of Individuals (groups)
  • people working with or for individuals or associations of individuals of houses to be completed as homes by those individuals

Custom-build housing is a home commissioned by an individual for their own use, and to which they have had significant influence over design, layout and specification.

Self-build housing is a home built in whole or in part by an individual for their own use, and to which they have had a significant influence over design, layout and specification.

MKC, as required to do so by the Self-build and Custom Housebuilding Act 2015, operates a self and custom build register for people who are interested in building their own home; at the present time it is free to express your interest at being on the list.

Plots Available

Milton Keynes Council are not currently aware of any plots that are available and being marketed for self and custom builders to purchase.

Future plot availability

Milton Keynes Development Partnership (MKPD) has provided land for 15 serviced plots at the Atterbury Development in Broughton which were granted permission in August 2018 and should be available for purchase and development from 2023 onwards; these plots will be advertised to registered parties when more details are available.

We are also working with the landowners and developers on the strategic sites for MK East, South East MK and Campbell Park Northside to provide land for plots as per Policy HN5. More information about these sites will become available as the applications for these sites take shape.

Custom and self-build monitoring

On 31 October 2016, new legislation came into place which amended the Self-build and Custom Housebuilding Act 2015 and implemented Chapter 2 of the Housing and Planning Act 2016. This places a duty on MKC to give suitable development permission in respect of enough serviced plots of land to meet the demand (as recorded on the authority's self-build register) for self and custom build plots within the local authority area over a set base period of time. The following information is available about self and custom build applications and the self-build register.
