Under the terms of the Local Authorities (Members' Allowances) (England) Regulations 2003, the Council is required to establish and maintain a Scheme of Allowances paid to councillors.

Review of Councillors Allowances 2021/22

 

The scheme of Councillors allowances for Milton Keynes Council and for its Parishes will expire at the end of March 2021. Before agreeing a new scheme, the council must consider the views of an Independent Remuneration Panel (IRP), who will make recommendations as to the scheme(s) that should be adopted. The panel will consider a range of information in forming its recommendations, including the levels of allowances paid by other councils in the South-East and other councils with similar characteristics, alongside the views of existing Councillors and other stakeholders.

It is important that the panel is independent of the council and will be chaired by Mark Palmer (South East Employers), who has experience of chairing panels for many councils across the South-East. Stewart Bailey (Managing Director - Virtual Viewing) and Ruby Palmer (former Partner - PricewaterhouseCoopers) who served on the Council’s IRP during the previous review will join Mark to make up the panel. Clive Parker (former Head of Civic and Ceremonial Services - Buckinghamshire County Council) will be the panel’s independent clerk.

The panel will work to agreed Terms of Reference (PDF, 113KB) and will make recommendations about:

•             the basic allowance payable to all Councillors;

•             who should get a Special Responsibility Allowance;

•             how much should be paid for Special Responsibility Allowances;

•             how much should be paid for Mayoral Allowances;

•             approved duties and travel / subsistence rates;

•             payment rules for childcare and dependant careers; and

•             a scheme for maternity / paternity leave for Councillors

The panel will meet initially on the 12 & 13 October 2021 to consider its recommendations to Milton Keynes Council and then again on 18 November 2021 to consider its recommendations to Parish Councils.

Milton Keynes Council will consider the recommendations of the IRP at its meeting on the 19 January 2022. After this meeting the recommendations for Parish Councils will be published.

Payments Made to Councillors

The Council is required to publish details of the Basic, Special Responsibility and Child Care and Dependent Carers' allowances paid to councillors.

The list can also be inspected at the Civic Offices, Silbury Boulevard, Central Milton Keynes, during standard office hours of 9.00 am - 5.00 pm, Monday to Friday.
