HRA Business Plan Review: what should we spend money on?

Introduction

The Housing Revenue Account, or HRA, is the separate account used for council housing income and spending. This includes rent and service charges paid by tenants and can only be used for council housing and landlord services.

The HRA Business Plan helps us plan how we invest in council homes, estates, neighbourhoods and landlord services. This includes things like repairs, maintaining existing homes, tackling damp and mould, improving energy efficiency, looking after communal and external areas, supporting tenants, and planning for new council homes.

Why are we consulting?

We want to understand what tenants think should be prioritised when we make future spending decisions.

Some spending is required by law or needed to keep homes safe. We also need to make sure the plan is affordable. This means we may not be able to do everything tenants ask for, but your feedback will help us understand what matters most and how priorities should be balanced.

Your feedback will help us understand tenant priorities and will be considered as we develop the HRA Business Plan.

What do we ask?

Your feedback will tell us what you think should be prioritised. The survey asks about:

  • existing council homes
  • repairs and maintenance
  • damp and mould
  • energy efficiency
  • flats, blocks and sheltered accommodation
  • estates and neighbourhoods
  • services we provide
  • new council homes
  • difficult choices if funding is limited

Some questions may not apply to your current home. You can still answer if you have a view on wider council housing priorities.

What will happen next?

Stage 1: Tenant Consultation

We will ask tenants what they think should be prioritised for future HRA spending. This feedback will be considered alongside stock condition information and financial modelling to help prepare the draft HRA Business Plan.

Draft Plan: Review and approval

The draft HRA Business Plan will be reviewed through the Council’s governance process to make sure it is clear, affordable and ready for tenant review. This includes Landlord Board, Council’s Corporate Leadership Team and Cabinet approval stages.

Stage 2: Tenant review

Tenants will have an opportunity to review the draft plan before it is finalised. Feedback will be considered before the final budget, approvals and publication of the HRA Business Plan.
