March 2016 update - Great Linford Neighbourhood Plan South

Following the successful referendum on 11 February 2016, the Neighbourhood Plan was made by Full Council on 23 March 2016. The Neighbourhood Plan now forms part of the development plan and will be used when considering planning applications within the plan area.

February 2016 update - Great Linford Neighbourhood Plan South successful at referendum 

Voters in the referendum held on the Great Linford Neighbourhood Plan South on Thursday, 11 February 2016, agreed that the plan should be used to help determine planning applications in the area.  1,469 people said Yes (an 83% majority), with 281 voting No.  The full results can be seen in the Official Declaration of Result.

December 2015 Update 

A Referendum relating to the making of the Great Linford Neighbourhood Plan South will be held on 11 February 2016. A referendum for the Great Linford Neighbourhood Plan North will also be held at the same time. 

The question which will be asked in the Referendum is: 'Do you want Milton Keynes Council to use the Neighbourhood Plan for the Great Linford Neighbourhood Plan South area to help it decide planning applications in the neighbourhood area?'

The Referendum area is identified on the map here: Referendum Area Map.  The Referendum area is wider than the area which has been designated as the Great Linford Neighbourhood Plan South area. The Referendum area is the whole of Great Linford Parish. 

A person is entitled to vote in the Referendum if on 11 February 2016

  • he or she is entitled to vote in an election of any Councillor of Milton Keynes Council whose area is in the Referendum area; and
  • his or her qualifying address for the election is in the Referendum area.

A persons qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered.

The Referendum expenses limit that will apply in relation to the Referendum is £3202.99. The number of persons entitled to vote in the Referendum by reference to which that limit has been calculated is 14, 271.

The Referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

October 2015 Update 

Following the publication of the submitted Great Linford Parish Neighbourhood Plan South, the Plan has been examined by an independent examiner. His report is now available and can be seen here: 

The next steps are for Milton Keynes Council to consider the Examiner's recommendations and whether the Plan meets the Basic Conditions for Neighbourhood Plans. If the Council considers that the Plan does meet the Basic Conditions then a referendum of local residents must be held. More information about a referendum will follow in due course. 

August 2015 Update

In June 2015, Great Linford Parish Council submitted two Neighbourhood Plans to Milton Keynes Council, in accordance with Regulation 15 of the Neighbourhood Plans (General) Regulations 2012. The Plans are:

The Great Linford Neighbourhood Development Plan North (covering Blakelands, Giffard Park, Great Linford and Redhouse Park) and

Great Linford Neighbourhood Development Plan South (covering Bolbeck Park, Conniburrow, Downhead Park, Downs Barn, Neath Hill, Pennyland, Tongwell and Willen Park)

Following a delegated decision on Tuesday 28 July 2015, Milton Keynes Council agreed to publish the plans for a period of consultation. The Great Linford Neighbourhood Development Plans North and South will therefore be available for comment for six weeks between Monday 10 August and Monday 21 September 2015.

Strategic Environmental Assessment (SEA) Screening Statement, May 2015

Milton Keynes Council has screened the Neighbourhood Plan to consider whether it would have any significant environmental effects that would require the preparation of an SEA. A screening opinion by the council which concluded that an SEA was not required was sent to the three statutory consultation bodies - Natural England, the Environment Agency and English Heritage. Responses form the consultation bodies concur with the council's conclusion and the screening statement can now be seen here:

Latest news, January 2015

Great Linford Parish Council is consulting on the draft Neighbourhood Plans for both the North and South areas from 19 January - 1 March 2015

At this stage, it is the Parish Council that is responsible for the consultations. The draft plans and details of the consultation arrangements and how to make comments are available to view on the Parish Council's website.

Neighbourhood Area designation, June 2014

Following a Delegated Decision on the 24 June 2014, the two areas put forward by Great Linford Parish Council in their Neighbourhood Plan Area Applications have now been approved as Neighbourhood Plan Areas.

To comply with regulation 7 of the Neighbourhood Planning (General) Regulations 2012, Milton Keynes Council is publicising the following details:

Submission and Consultation

In February 2013 a Neighbourhood Area was designated for the Parish of Great Linford, covering the entire Parish area. Following an initial review and consultation on the issues to be considered as part of the Neighbourhood Plan, Great Linford Parish Council notified Milton Keynes Council that they felt the Neighbourhood Planning process could be carried out more effectively if the Parish was divided into two distinct areas with separate plans produced for each.

Great Linford Parish Council  therefore applied to Milton Keynes Council, in accordance with the Neighbourhood Planning (General) Regulations 2012, to designate two new Great Linford Neighbourhood Plan Areas to supersede that which was designated in February 2013.

Great Linford Neighbourhood Plan 1 covers an area which includes Redhouse Park, Giffard Park, Blakelands and Great Linford.

The new application and a statement outlining Great Linford Parish Council’s reasons for submitting new neighbourhood plan areas can be viewed below. The Parish Council’s original statement explaining how the organisation meet the conditions of Section 61G(2) and 61F(5) of the Town And Country Planning Act, 1990 remains valid and can be viewed below under ‘Pre-February 2014 information’.

In accordance with Regulation 6 of the Neighbourhood Planning (General) Regulations 2012 Milton Keynes Council consulted residents and other interested stakeholders on this application. The Consultation ran for a 6 week period from Wednesday 19 February 2014 to Wednesday 2 April 2014. A copy of the consultation statement can be viewed at the link below.

This was not a consultation on the Neighbourhood Plan itself, but merely the identification of the area for which the parish or town council wished to prepare a neighbourhood development plan.

Following the close of the 6 week consultation period, Milton Keynes Council considered all the comments received and prepared a report and recommendation to take to the Delegated Decision on the 24 June 2014.

Pre-February 2014 Information

Following a Delegated Decision on the 19 February 2013, the area put forward by Great Linford Parish Council in their Neighbourhood Plan Area Application has now been approved as a Neighbourhood Plan Area.

To comply with regulation 7 of the Neighbourhood Planning (General) Regulations 2012, Milton Keynes Council is publicising the following details:

  • The name of the Neighbourhood Area: Great Linford Neighbourhood Area.
  • The name of the relevant body who applied for the designation: Great Linford Parish Council
  • A map of the designated area can be viewed at Great Linford Neighbourhood Area Map 
  • The relevant Delegated Decision Report and decision note can be viewed here.
