Sustainability Strategy

In 2019 Milton Keynes Council’s three political groups agreed a climate emergency. In the Milton Keynes Sustainability Strategy 2019-2050 and accompanying Action Plan, we set ambitious aims for Milton Keynes as a Council and as a City; to be carbon neutral by 2030 and carbon negative by 2050. Since then considerable progress has been made, as shown in the Sustainability Achievements to date document.

Our updated Sustainability Strategy sets Milton Keynes’ long‑term direction to become a sustainable, low‑carbon city that is resilient to the impacts of climate change. The Strategy sets out how Milton Keynes City Council will act—and how we will work with residents, businesses and partners to reduce greenhouse gas emissions, prepare for climate impacts, and enable people and organisations to take practical, meaningful action across the city. It covers the whole administrative area of Milton Keynes, including both urban and rural communities. 

The strategy sets out the four main aims for the City of Milton Keynes:

  • Work towards achieving net zero for Milton Keynes by 2030, recognising this as an ambitious goal that will require collaboration across the city
  • Reach net zero for the City Council’s activities by 2030
  • Limit rising temperature to 1.5oC degrees based on the Paris Agreement
  • Prepare for the current and future impacts of climate change

To achieve our aims, the strategy focuses on five themes that reflect the biggest opportunities and challenges for the city:

  • Economy
  • Energy
  • Emissions
  • Environment
  • Engagement 

The Strategy will be delivered through a combination of Milton Keynes City Council‑led initiatives and collaborative work with partners across the public, private, academic and voluntary sectors. It will be reviewed in 2028, with progress reported annually to Cabinet annually.

Action Plan

Council Action Plan 

MKCC recently adopted a five year lan outlining the Council’s ‘Pathway to Net Zero 2030’ for its own emissions, demonstrating the key themes and programme deliverables that we will undertake to deliver this aim and ambition. City Action Plan 

The City Action Plan sets out the specific projects and activities that will support delivery of the Strategy across Milton Keynes. It summarises the major city‑focused actions under each of the five themes and highlights where partnership working is essential to achieve meaningful progress.
