Milton Keynes Council intends to make the following named traffic regulation Orders under Sections 1(1), 2(1) and (2), 4(1) and (2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984: 

  1. Milton Keynes City Council (The Council of the Borough of Milton Keynes) (Central Milton Keynes) (On-Street Standard Tariff Parking Places) Order 2020) Variation Order 2025 (No.2) 
  2. Milton Keynes City Council (The Council of the Borough of Milton Keynes) (Central Milton Keynes) (On-Street Premium Tariff Parking Places) Order 2020) Variation Order 2025 (No.2) 

The general effect of the above proposed Orders will be as follows: 

  • Replace the existing standard tariff parking on parts of North Row, Central Milton Keynes, between North Tenth Street and Secklow Gate with premium tariff parking. 
  • Replace the existing car share permit parking places on North Eighth Street, Central Milton Keynes with standard tariff parking. 

The NHS opened a big Community Diagnostic Centre (CDC) in Milton Keynes at Lloyds Court in the city centre in October 2024. The centre offers a range of important diagnostic services aiming to provide quicker and more convenient access to tests and scans for patients. The services are set to expand soon to include ophthalmology. The centre is open 08:30 to 17:30 weekdays (appointments only). The centre has been very successful since its opening. Between 40 to 50 patients per hour are attending. Patients include children, many with special needs, and their families or the elderly. 

MKUH has asked the council to convert 66 car parking spaces from standard to premium next to the centre. The change is intended to free-up these spaces for patients attending for a short appointment slot, otherwise the area is mainly used by city workers or other longer stay car parking. The cost of premium parking at £2 per hour, is commensurate with public and patient parking charges on the main hospital site. 

To help enable this change and to offset the changes at the rear of Lloyds Court, the Authority also proposes to convert at least 36 spaces in Lower Eighth Street (adjacent to the Civic building and the library) from premium (as per the latest traffic order) to standard. The Authority will keep this area under regular review for further changes, which may include looking at additional standard spaces generated from layout changes in the area.

The Council is now carrying out statutory consultation on the proposed Order. Any comments or objections to the above proposal, together with the grounds upon which they are made, must be made in writing and sent to the Council’s Traffic Regulation Order Team at Milton Keynes Council, Civic Offices, 1 Saxon Gate East, Central Milton Keynes MK9 3EJ, or by email to TROteam@milton-keynes.gov.uk quoting reference TRO-444.
