Working with parish councils

The Highways team work with parish councils on a range of projects each year from small maintenance works and repairs to consultations and large community projects through the Community Infrastructure Fund (CIF).

Applying for Double Yellow Lines (residential areas)

All requests for double yellow lines in a residential area must go through the local parish, town or community council. They will ask the local community for their views on the proposal and if there is sufficient support, the parish can submit an application to the Council's Highways team for consideration. Support from at least one ward councillor is also required. By changing this process to involve parish councils, only schemes with local support will go through the formal, legal process to create the Traffic Regulation Order (TRO) required before double yellow lines may be installed.

Parish projects

Any parish councils who wishes to fund repairs, maintenance or a project involving the highway can submit a Project Request Form to us providing all the details. The application will be reviewed by one of our highways team and if feasible, they will provide a quote for the works. Parish funded projects carried out this year include street name plate rewraps, a new feeder pillar for festive lights and the installation of benches, planters or verge protection fencing.

Dog waste bin guidance

Dog bins should not be placed on any highways assets including lampposts or signs. The extra weight can cause the lamppost or sign to become unstable, it is also difficult and unhygienic for any repairs or maintenance to be carried out.

Festive lights

Before any electrical items may be installed on or around the highway, we need to make sure that they are safe and has been properly installed by qualified individuals. There are regulations around electrical installations on the highway and we have a duty to ensure that all operators are complying with the law.

We will work with local organisers to ensure that any festive celebrations are safe for the public.

Any festive lights must be approved by our streetlighting team before they are installed. If they are not compliant, we may ask you to remove them. Any contractor must be HERS approved at the time of installation otherwise they will not be allowed to work on the MK highway.

Community Infrastructure Fund (CIF)

Each year MK City Council offers all parish, town and community councils the opportunity to apply to the CIF to match fund a local community project. The total fund is £100k. All applications received are scored based on criteria including what benefits will it bring to the parish, encouraging biodiversity, solving an existing problem and local community support.

Parishes can apply for up to £20k of funding from the CIF with the other half coming from parish funds. Smaller parishes with less than 200 households can receive 75% funding.

Projects must be within the public realm e.g. on the highway or public open space. They must not incur ongoing maintenance costs to the council. Previous projects include flood prevention measures and storage, larger dog waste bins, play area equipment, bollards and verge protection and solar panels for community buildings.

2026-2027 CIF projects

These are the CIF parish council projects being offered funding this financial year following a Delegated Decision in March 2026. Some are being carried out directly by the parish or town council or by MKCC on behalf of the parish.

Community Infrastructure Fund 2027-2028

Parish, town and community councils may apply to the next Community Infrastructure Fund by submitting up to three applications by 31 August 2026

Subject to budget, the Delegated Decision on the 27/28 list of projects will be made in early 2027. 

All parish, town and community councils are sent details on how to apply to this fund.

Any project must have community support, solve an existing issue and provide long term benefits to the parish or wider city area.
