Lakes From Above February 2019

In February 2019, we held our ‘Lakes From Above’ event to look at the open spaces in the estate, and the improvements that residents want to see.

We started meeting residents and stakeholders in Serpentine Court. We hosted a programme of events to get residents involved in developing the regeneration plan options.

• On 16 and 17 November 2018, a referendum ballot was held for all Serpentine Court Residents to vote on the option they preferred.
   
• 84% of Serpentine Court residents voted. 93% of these (175) residents favoured Option C - full redevelopment.
   
• This is a great achievement for the Serpentine Court Resident Steering Group and all who have supported the group to make this happen.

New Homes on the Lakes Estate

Milton Keynes City Council has now successfully completed Phase A of the Lakes Estate development by building 183 new homes on the Lakes Estate. Many families have now moved in and are very happy with their new homes. This achievement reflects the Council’s dedication to tackling local housing needs through a combination of new-build developments and the acquisition of new homes from the open market.

Spotlight turns to new Community Facilities on the Lakes Estate

Change can be difficult, especially when it means saying goodbye to a building that has been part of community life for many years. The closure of Spotlight Community Centre marks the end of an era, but it also opens the door to a hopeful future focused on health, connection, and modern community needs.

For decades, the centre hosted meetings, activities, celebrations, and everyday moments that brought people together. As part of the regeneration of the Lakes Estate, particularly Serpentine Court, the centre is now permanently closed and will be replaced by a new community café and health centre designed around wellbeing, accessibility, and inclusion.

At the heart of the development will be a welcoming café—a space for residents to meet, build friendships, and reduce isolation. Alongside it, the new health centre will provide accessible services supporting physical, mental, and social wellbeing through services, workshops, and community activities. Designed with step-free access, energy efficiency, and flexible spaces, the new facilities will serve people of all ages and abilities. While the closure brings nostalgia, this transition represents renewal—creating more opportunities for connection, support, and a stronger, healthier community.

Please also note that the post box previously located within the shops/precinct area has now been removed by Royal Mail. Residents can still access nearby post boxes at Laidon Close and Rydal Way, both within walking distance.

Securing Serpentine Court

The perimeter surrounding Serpentine Court, Lakes Estate will be hoarded off as part of the planned regeneration works. The red line indicates the approximate location of where the hoarding will be positioned. The work is due to begin at the end of May/early June with a proposed date of completion by end of June 2026.

The hoarding is intended to ensure safety during the upcoming activity/demolition of Serpentine Court and will restrict access immediately around the buildings. The closure/hoarding will also have the following restrictions:

• The main path through the centre of Serpentine Court will be closed and not accessible
• There will no longer be access from Windermere Drive to Fern Grove through the middle of Serpentine Court
• The Redway will be closed 

However, residents, pedestrians, and road users are being reassured that all surrounding access routes and public pathways will remain open throughout the period. Alternative routes are not required, as movement around the site will continue. However, please plan accordingly as it will take longer to walk around Serpentine Court due to the hoarding. Please note that emergency access will be maintained at all times, and efforts are being made to minimise any inconvenience during the closure.

New Warren Park Now Open!!

The new Warren Park has now been fully installed and was recently used as part of the Easter celebrations organised and delivered by the Lakes Estate Renewal Forum (LERF). Feedback from LERF has been very positive, with the new park described as a welcome and valuable addition to the local area. It provides a well‑designed, accessible, and attractive space for the community. The park features a range of new facilities, including a Multi‑Use Games Area, a green gym, a pump track for bikes and scooters, and a variety of new play equipment suitable for all ages to enjoy.

Landlord Offer Serpentine Court – Secure Tenants sets out Milton Keynes City Council’s offer for our secure tenants from Serpentine Court who are moving as part of the regeneration works.

It details what a secure tenant can expect throughout their journey from their initial housing needs assessment, move on options, financial compensation and what support is available.

The draft local lettings plan was discussed at the Lakes Estate Renewal forum meeting in May 2025 and agreed with the group.

The lettings plan details the criteria for the allocation of the 183 new build properties and how we will prioritise applicants for those 1st lets.

It is good to see the building work is progressing well and it all seems to be on track. To add to this progress the Housing Needs Assessments have now begun. This is an important part of the regeneration of Serpentine Court as this is your opportunity to discuss your housing needs directly with an officer from Milton Keynes City Council. This newsletter has more details about what this entails and what you can do to prepare for the meeting. I urge all residents to take part and bring any relevant paperwork to your meeting with the Allocations Team. 

Danielle Slaymaker - Chair of Serpentine Court Steering Group (SCSG)

Milton Keynes City Council has secured funding through the Social Housing Decarbonisation Fund (SHDF) to deliver energy efficiency upgrades to council properties across the city including some homes on the Lakes Estate. Energy upgrades will vary according to the level of need and could range from small insulation projects to entire wraparounds with new ventilation. The scheme will boost property energy ratings and could save council tenants hundreds of pounds on energy bills. 

There will be a number of homes on the Lakes Estate that will benefit from the SHDF initiative and MEARS will be carrying out the work. As you may be aware the remaining shops in Serpentine Court have now closed or will be closed shortly, this includes Jardines Pharmacy, the Happy Shopper and the Chicken and Pizza Palace. The main reason for these closures is the deteriorating condition of the properties making it unsafe and unhygienic for the shopkeepers to continue to operate. As a result of these closures partners including Bletchley and Fenny Town Council, NHS Community Connector and Milton Keynes City Council have been listing current options and also working to find further options for residents. As previously reported MKCC continues to carry out repairs and maintenance work at Serpentine Court. Where items are beyond repair, MKCC will replace or upgrade as needed; this is being done on a case-by-case basis. Please continue to report any communal issues in the usual way, especially external lighting. If you have any damp or mould issues in your property, please report it to MEARS using the contact details below. 

MKCC continue to carry out safety checks to fire doors and emergency lighting. Other safety measures include fencing off some parts of the estate and taking them out of use. Where this has happened, alternative routes have been made available. Structural work is needed to communal areas around Serpentine Court, this is planned work that has been brought forward. You may notice some scaffolding in/around the shops whilst this work is being carried out. There are also safety works planned for the precinct area in and around the steps near the Bakers. This is currently at the planning stage. More details will be shared with everyone in the next newsletter. 

Signage has been installed at the back of the shops to remind people not to go onto these flat roofs. The roofs are only designed to take the load of the roof, not people. If you see anyone on these flat roofs, please report it to Thames Valley Police and your neighbourhood officer. They are putting themselves at risk, as well as breaking the law. There has also been an increase in the amount of fly tipping in the area, this is a real concern due to health and safety, fire risk, rodents and anti-social behaviour. If you see anyone fly tipping/dumping rubbish please report it to your housing officer. 

We are pleased to report that Serpentine Court Steering Groups has given Buckinghamshire Fire Service the green light to use empty blocks, shops and apartments for fire safety training. This potentially lifesaving training will allow fire fighters to use a real building to practice how they access flats and shops and carry out their duties. We will send letters to all homes to give advance notice as to when this will happen.
